Paypal isn't a bank, it isn't FDIC-insured, and doesn't have any kind of the obligations normal banks have toward their customers. They're been freezing/witholding/cancelling accounts willy-nilly ever since they started. Nothing new here.
The only interesting bit is that they probably want to detach their names from the Freenet name, that sort of reeks of piracy, RIAA suits and kiddy porn.
