Unfortuently taking tid bits out of the contstitution to make a statement is ridiculous, you should read the constitution and find out exactly what congress can not make laws about. Namely: Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
Of course all the above is "interepreted" by Congress/Supreme Court, so there is no actual thing they can not make a law about.
