It's also a cheap hotel for people under 30 who get caught on the other side of town after the subway stops running. Rather than paying the US$20 - $30 to take a taxi home, people head to the "PC bang" at 2-3am, check some email, and pay about $1.25 an hour to snooze in a comfy chair for an hour.
PC bang owners supposedly make a killing (pun not intended). 24 hour revenue (with most places full at peak time after school and at least 30% full during the graveyard shift), plus the 20-year old attendants don't make more than $3/hour.

On a couple maps in Battlefield Vietnam, there's a Vietnamese woman's voice playing over loudspeakers throughout the city through the duration of the level ala Tokyo Rose.
"Defect, G.I... we will shoot down your helicopters like broken birds... your rich leaders grow richer as you die in the swamp, G.I."
It's perfectly executed, and until I played the map enough times to numb myself from the voice, I frequently considered defecting.
