I believe (and have no evidence to back it up) that Tracy Lords faked her faked age and was indeed above the legal age.
The reason I think this is that she looks older then her stated age now. She was pretty good in a SCI-FI show a couple of years back but looked older then she should.

Well I won't argue with your ability to offer "stupid emotional arguments" but you still seem to have a problem dealing with the concept of what a public place is.

Your problem seems to be you don't want the police force to be too efficent -- which seems odd. Should we revoke the law that says all cars must dispaly a registration number because a car registration might allow the FBI track down your your whistle-blower?

People were being murdered, he took money from the murderers in an attempt to bust the sactions against the murderers.

The point is the game was intentionaly arranged to be in Yougoslavia as a sanctions buster. The whole purpose was to promote Serbians as they were in the process of murdering their neigbours (in many cases literally their neigbours).
Fisher was fully aware of this and was happy to take his his blood money. Now he must pay the price.
