We have about 2,000 DSL customers right now and if we receive email or a call from a person telling us that 'This ip was hitting my firewall on this day at this time.' we check our logs, find out who they are and call them, send them an email or send them a letter. We don't just let it go.
If you contact their isp then usually they should handle it from there.
