Well, what is available today is somewhat limited. The article you link to states a current maximum dedicated transmission distance of 50Km. There are also sizable holes in what Qcrypto can do, and lots of areas where it is theoretically fantastic, but no-one has ever set out the red rag by sticking any Microsoft IP behind it and publically declaring it 'safe'.
Still, the maths are fairly straight forward, and assuming the kit can be made reliable enough, then this certainly looks like the way forward for OTP and key distribution.
