Having actually been a student of Conway at Monash University (far superior to anything NSW can offer). I can honestly say that he was by far the best lecturer of any I studied under.
The guy seemed to know everything about anything. Probably the most entertaining lectures we sat through were generally not about anything to do with computing. From my point of view the guy was a genius.
You don't even need to block port 25. You can use a transparent proxy to at least do basic virus checking on the mails. At least this shows a bit of corporate responsiblity, even if it is an illusion of trying to do some good.
Here in Australia your lucky if any of the channels prime time programs finish or start within 10 minutes of the advertised time. The number of channels that run special events and end of season finales that run over time by up to 10-15 minutes is amazing. Forget Tivo (not that we have it in Australia) its hard enough to set a VCR to record a problem unless your sitting there watching it as well...

So when will the law suits start coming out against the ISP's that Spammers are getting their Internet connections through?
