Yes, you can disable the USB Hub as an Administrator with 2k and XP, and an everyday user would not be able to change it back. However there are a lot of legitimate uses for the USB ports.

Its better to go into group policy, and disable acess to removable drives or even drive letters
As an MCSE who knows how to do his job right (yes there are some of us who exist). I would like to say that through Group Policy, an IT administrator has been able to limit this ever since Windows 2000.
We don't need new features (like this anyway), we just need better trained Windows Admins.
