I wouldn't worry about the electric bill, but I wonder how long it will be until he burns down the dorm? If you look at the pics, he mounted all the LED's through cardboard with the wires soldered to the back.
PS: If he's doing this to get women, he might want to try just cleaning up his dorm room:)
