Why is there no policy in the government that means his use of another company to remove data from his system was an automatic breach with serious consequences. I have implemented that policy in my company, namely don't install unapproved software or attempt to change any setting at all without IT approval.
There is a service in the UK called Monilink http://www.monilink.co.uk/ which seems to work very well, and it pretty mature technology wise.
Would be better to have a standard system shared by the banks like this is than a separate system for every bank.

So I cancelled the subscription, and complained informing them that I used another provider instead, and was extremely disappointed in the sly tactics at getting me to install DRM software. GOt my money back at least, but peed off anyway. DON'T USE MSN MUSIC IN THE UK!!
