Well, there are cards that are not Software Radio's yet have been "reverse-engineered" to operate "out of spec". Take the hermes chipset from Orinoco/Lucent/Agere/Proxim for example. It's trivial to add all the ability to use all 14 channels onto cards - soon it will be possible to change power rx/tx values too. Wellenreiter is an excellent tool - it does RFMON once your card supports it, is Perl/GTk so you can easily modify it and also stacks up there with Kismet (with the gKismet UI) and Mognet.
