I know someone already mentioned Pricelessware.org, but I would consider populating your site with almost every program in pricelessware as a first step. It really is a good source, and is pretty similar to what you're trying to do, but it's been around a few years and has a good user community.
Those alt.freeware guys hate spyware, and pretty much any intrusive practices with a passion, and they often list even the tiniest privacy intrusion, or lack of ability to turn off a feature that threatens privacy.
