Imagine 10^6 transactions a day. Imagine keeping these records 5 years. 2 or 4 digits for the year would mean a difference of more than 3,500,000,000 bytes (BCD). That is >3gig of data
But if they are having to keep 10^6 * 5 * 365 records around, the extra 2 digits per record must be a miniscule percentage of the total storage required anyway.
