I live in Vancouver, home of biliions of Koreans, so I searched out the cheapest overseas plans for Koreans. I pay 3.5 cents CDN per minutes, as opposed to the local phone company which charges $1.80 at peak time.
The 3.5 cents is to Korea, which I call most, but other countries are equally cheap.
