Wouldn't astonomers be affected - even if it is 2+ micro-seconds? I would tend to think that at billions of light years away, that time difference would mean looking at the wrong part of the universe.
This millisecond change in the earth's rotation is still conjecture, not fact. JPL fed some data into a model and theorized that there was a change in the rotation of the earth.
But the troubling part is that, as they state, it is not measurable. So if we cannot prove that this is in fact true - then it is still a hypothesis - not a scientific truth. Has anybody heard of anything that can lend some creedence to it, such as GPS variations?
