In my country (Sweden) you cant (as a private person) buy a handsized firearm. Only hunting rifles are availible to the public and even for them you have to obtain a liscense through government approved "hunting schools" Alas we have no school shootings in sweden. Sure we are a small country, but we have an entire subculture based on copying the lifestyle described in rap albums, but kids cant get the weapons, therefore no gunfights.
Also don't forget, USAs crimerates are on level with the rest of the world and decreasing in every field except murder with firearm where USA exceed the world average by far.
Access to guns do have an impact on the level of shootings don't think anything else. I personally would never ever feel safe if I knew that every person I meet could be carrying a gun.
