Couldn't a creative individual develop an algorithm to create a public-private key system based on phone numbers. There is a possibility of backdoors (through manufacturers) but no more than the existing GSM system.
One could simply place this information onto SIM cards. Of course a peer to peer network has faults but I don't see encryption being a difficult issue.
