There is a law in the U.S. Code that specifically bans the desecration of the flag (actually it what it restricts is pretty broad-- you can't put any images or markings on it at all).
However, in 1988 the Supreme Court ruled in Texas v. Johnson that flag burning was protected free speech.
So there is a law on the books banning flag burning, however it has been ruled unconstitutional.
