Most obviously HP, as with other printer makers, earns little (if any) money from SOHO printers... their business is actually the cartridges. As most companies don't actually use inkjets (at least consumer ones), printer makers just don't get serious opposition to this techniques. That EUR/USD exchange thing is just the bad excuse...
