In fact, you don't need GPS. If you are in a city and use a cell phone, your operator can track you.
First, a mobile phone can be located based on which cell is in. In a city, cells are small (micro/picocells), so you can at least know in which part of a city a person is.
The fact is that cell phones also monitor adjacent base stations, so the operator also knows how much power you are receiving form base station A, B, C, etc... Some simple triangulation can do the trick, but you can get at least an estimate location.
