I used to have an '86 Chrysler with a completely computer-controlled LED Dashboard. If that's legal, (it was factory-stock), I don't see why an LCD dashboard would be illegal, as long as you run some sort of backlight to make sure you can see it in direct sunlight.
Even the LED Dash in direct sun was hard to see...had to turn on the fog-lights on occassion to get the lED's bright enough to see the digital spedometer.
You can always look around on allpar.com, see if there's any info on the stock LED dash's; might give you some ideas or at least some help.
