It does NOT orbit Earth and it therefore is NOT Earth's second moon. It does have a Keplerian elliptical orbit about the Sun but this orbit isn't the same as the Earth's and doesn't intersect it.
Icebalm has it slightly wrong. The cold rules of logic decree that: Nothing happened, therefore WE DO NOT KNOW whether it was because of the preparations. An awful lot of people are trying to justify the billions spent on them right now.
As above, the best bit in every Bond film was Q showing 007 the gadgets - "TRY to pay attention, 007!" The second best bit was us having to wait an age for him to use them one by one.
