Lets say california has 36 million people. Now lets assume that 20 million have 1 car. Then lets assume that the gps system coststhe state $50 per car. 20000000 * 50 = 1000000000. Whoa, thats 1 billion dollars just to put the gps in the cars. Way to go Arnold.
