Having worked at Panera for a year and a half, I can tell you that is most certainly not the case. We never kick people out unless they're caught stealing food/coffee (which happens often enough) or they're causing a disturbance and harassing other customers. In fact, we encourage people to come in and relax and enjoy the atmosphere, even if they don't get anything.
