I can confirm that an 800MHz G4 is all that is required to install Leopard (the developer preview). A staff member in my department did it with an 800MHz Windtunnel PowerMac - and more interestingly, he used target disk to install Leopard on his unsupported 667MHz TiBook (on which the installer refused to run because it didn't meet the minimum requirements).
