I would say to wait for the Indrema system and get the best of all of the worlds. I don't think it does VCD though but there are enough other things it does to make up for it.
What you want can't really be put into a business model which is going to be profitable. I say simply find a provider that is willing to give you a static IP address and host your own server. You then get exactly what you want.
I first saw a thing on these back in '95 on the discovery channel. They were already using them in Europe for commuters to get from remote regions back to civilization. Why does it take so long for something cool to catch on?

If this is more than what you wanted to spend and more scalable than what you wanted there is a nice accounting package someone was making that goes for around $500.00. Just search the web and you will bump into it, I did.
