Actually, I believe microsoft is still committed to developing using the.Net framework. I think they've been hurt by the same problem that rest of the developers faced- back when development for vista started,.Net was a buggy framework and.Net 2.0 was still under heavy development- I think the people in charge of windows didn't want to have a dependency on.Net, since waiting for the new stable version of.net 2.0 would have delayed vista further, and that would never have been acceptable to allchin and co.
Incorrect- Muscat alone has two Hindu temples [http://www.indemb-oman.org/indo_oman_community.sh tml%5D. And there are numerous "unofficial" temples in the various labour camps of construction companies.
From what I've heard though, the cosmopolitan nature of dubai is not unique to it in the region- Muscat has it, albeit on a much smaller scale, and from what my friends in the region say, Kuwait, Doha and Manama aren't too different.
I don't know where you get the idea that all of Microsoft uses just C++- although I used C++ while interning there, quite a few of my friends were using C#. This was especially true if they were working as SDETs.

You mention the OS- MSR has got the Singularity kernel [http://research.microsoft.com/os/singularity/%5D written almost completely in managed code and frankly, that does seem to be the direction Microsoft is sailing in.
