Well, I would say that basically the linux version will actually be the same as the windows version. Thus a comparison of features could be also done with the windows version.
Regarding the two programs, I used both and actually liked the handling of Photo-Paint more than that of Photoshop or the Gimp. Of course that's my own subjective view;-) Regarding the features I would also say that Photopaint and the rest might be equal referring to what I need.
But a good thing is definitely to have a real vector drawing program for Linux now. I used CorelDraw a lot (again here it's hard to draw a line between it and it's competitors like Freehand or Illustrator as IMHO it depends on the personal likings of each user) and it's quite useful to create stuff for printing like business cards, posters, etc. (how else should I have done our Linux Installation Party Posters, then?;-)
