Actually, once it got into to place, it would be an easier system to implement. First of all, if the library has one's 20 dollars, one is more likely to return the book on time. Secondly, the library is guarenteed money back if the book is not returned.
Also, even the idea that the government can access one's library records is scary- especially considering the direction the US government is heading right now. I, for one, don't wish for the government to have access to the books I read. Not all of my opinions are that of the norm, and I don't relish the idea of that being on record.
