That is a very good point, also we may want to consider the implications for the patriot act. Would this fall under the internet guidelines, or the phone guidelines, or neither?
They saw what google was, a small start up company, which is innovative and now they are threatened.
Solution: Don't let anyone innovate, "Give" them your research and let them build off of it. It also will save those companies money...they won't need an "Intellectual Property Officer"
