SSN is also a voluntary program. There is no law that states you have to have a number. If anyone states that you do, they themselves are in violation of the law. As for financial institutions, there is no law that states you have to have a SSN to open a bank account, if said account is a non-interest account. They only thing they are allowed to do is verify your ID. There is nothing in banking regulations or the Patriot Act(s) that states a US nationals have to have a SSN, because its voluntary.
