I admit that I didn't read their whole study, since it's not available without paying them, but it seems that in order to assert that the electronic voting machines had an impact on an election, you need to have the same election both with and without electronic voting machines.
I mean, you could compare it with last presidential election, but that was an entirely different situation, with different candidates and priorities.
Or, you could compare electronic counties with paper counties, but come on, they're different places.
This study doesn't seem terribly reliable, and it's probably mostly an attempt to cash in on the desire for a "scientific" answer to a question we all want answered.
