IE killed Navigator because it was better. More people wanted to use it. Fewer people wanted to use Navigator. Netscape chose to stop trying to improve their product and paid the price.
It would affect far more than 5% of the internet. At least 30% of servers are linux based. And these are far more interesting target than desktop for crackers. Windows is an easy target (just consider how many worms are based on activex).
