In my experience, Pocket PC needs to boot that fast because you have to reset it nearly every day. I haven't had to reboot my zaurus in weeks.
Crusoe was really painfully slow. One at 1ghz used to be compairable to a 550mhz Intel. My Efficeon at 1gz doesnt quite keep up with a pentium M but no fan makes it work it for me.
