You can define a official/base coordinate system (e.g. that of the Sun) relative to which common/universal time is to be measured, just like gmt etc is defined for the greenwhich meridian. Then just like gmt-noon is in the middle of the night for some parts of the planet, two gmt-simultaneous events will seem to occur non-simultaneously for some observers - yet any observers can still compute the official time for these events (and find the same value. Therefore agreeing on time and simultaneity)
some of the BIOS settings can be changed within Windows and you won't even have to reboot to apply the new settings
I can already access the bios menu with the "setup" button on my dell laptop (works in linux, probably in windows too)
