They conclude the article by stating that, "19% of downloads, involving about 7m individuals, now happen through someone else's iPod or MP3 player." and, "around 28% take place via email" and wonder if this decision will indeed be the "silver bullet" that the music industry has been seeking. I am not so sure but it will sure slow things down.
