without any rational reason
(The "reason" from local authorities was that it was 2p.m. at the time of "real" noon).

Another funny thing (but not a joke) about my city and the Time is
that some time ago, the city was in two time zones simultaneously (different time zones for different banks of the river).
... (AFAIR, in 1918), they just did it:
they set the clock one hour ahead (for daylight saving for the whole year).
But now we (in non-Soviet Russia) have DST in addition to that hour.
