Nice thought but not quite true,
It IS overcloking becuase the chips that are made by other manufacturers including thoose on the boeard are run at the speed higher than they were designed to.
However its other components such as your CPU that are also overclocked and at risk of damage (...not that i think 2mhz will do this).

I have an Abit Motherboard and it was 202Mhz by default but claimed to be 200Mhz.
