Its going to sound like I'm talking out both sides of my mouth, but there are good and bad developers in lots of different tools. I've seen geniuses doing Ruby on Rails and 'tards doing COBOL (and vice versa) so maturity of environment and ability of coders are separate items.

Yes, 10 uber-coders can finish a project ahead of 10 clueless coders every time. What Ada does is it makes it harder for the clueless coder to hose the whole system. Because its persnickety you don't find buffer overruns (for example) in the wild. You always get them in test or sometimes they even generate compiler errors. The earlier in the cycle you get your errors the easier they are to fix.
First, habeas corpus rights have never been accorded to POWs. Do you think we Mirandized all the Japanese and Germans we captured during WWII?
Second, the Geneva Convention has articles relating to people that take up arms without using uniforms or otherwise distinguishing themselves as members of an organized army. They're called "illegal combatants" and within the Geneva Convention they can be subject to summary execution by signatories who capture them. We did this to German spies we captured within America during WW II.
That some of the individuals in Gitmo may not belong there makes me glad we aren't lining them up against the wall, but they've been removed from war zones and are now getting free medical care, 3 squares as well as prayer rugs and Korans so I'd say they may be better off than the people we haven't picked up.
The Islamo-fascists are fighting a war to the death against us and if we stop fighting back, we'll die.
Fact 1 has what to do with religion vs. science? That we aren't teaching our children adequetely is a parents-school board problem that can be solved on a local level. This problem might be lessend by school choice.
Fact 2 might be ameliorated by tort reform.
"Fact" 3 is overblown. There are whole categories of business/financial problems that require knowledge of US specific laws and accepted practices . There are whole other classes of applications that require understanding of US business practices that isn't readily available in Bangalore.
