I don't know about any other web app developers, but I use Perl of it's ease of use and speed of development. Most of my jobs have rediculous dead lines imposed (mostly by people who don't know what they're doing anyway). I couldn't get them finished in anywhere near the deadline with C or C++. We did experiment with C++ Builder 3 and a group of VCL components called CGIExpert by Lars Åkerman, and they are generally very good. The only problem you run into is the size of the executables. On our web servers, the performance difference between the C++ Builder apps and the Perl Apps isn't great enough to warrant the extra time required for the edit, compile, test cycle. We are planning to implement PerlEx (we're running Netscape Enterprise Server 3.62 on winNT (not my choice!)), which should give us a nice boost in performance.
