In some ways it's productive and marks a step foward for more renewable energy created from driving.. but yet it could cause more problems, as I drivers don't like bumps much anyway as it can make driving a painful and jerky experience. Having them everywhere could inevitably lead to bumpier roads in general.
I do think it has more pros than cons though, and coupled with diesel based cars and these Kyoto breakthroughs and the recent concern on conservation and energy saving of late, these things could very well be a step in the right direction.
