Who said WASP made PHP more like Java? WASP is a framework that makes PHP development easier. The article is about languages that could supplant Java. PHP is mentioned as second tier - I think it should be first tier when coupled with a good framework. It has a lot of the capabilities the author quoted when used inside of a structured framework.
PHP alone could be second tier. With the addition of a framework (WASP or ZEND) it is more likely a first tier potential to replace Java - though it definitely has quite a bit of competition. As a developer I am glad to see more and more thought go into the creation and growth of languages - it just makes it that much easier to select a tool to get the job done.
