This is the obvious problem and it has been so since the beginning.

I live in Illinois. Two days after my 17th birthday I went to the local Gamestop to purchase a game I had put money down on already: Half-Life 2. I was very excited that I could finally buy Mature rated games for SEVENTEEN AND UP. The clerk asked me for my ID and I proudly gave him my driver's liscense. He said, "I'm sorry, but you have to be 18 or have a parent. Or, you could go pull any bum off of the street and buy it."
Tell me, why must you be 18 to buy mature rated games for 17+? Am I the only one that sees a problem here?
