While I agree that there would seem to be many unnecessarily restrictive elements, this will give people a leg to stand on when disputing text message bills with cell phone companies. I recently had to fully disable text messaging with my phone (or switch numbers) to avoid having to pay for prank messages.
The ability to have the law pursue people will help dissuade against the practice and may encourage a change in messaging systems.
