No the assumption is that traditional armor is useless for protecting the most vital and vulnerable part of a warship - all those sensors and antennas topside. An modern IOWA style ship would effectively be considered unarmored as it still cannot take a hit and remain combat effective. A ship (or tank or aircraft or a soldier) is useless without eyes.
