This isn't really about anti-social behaviour, littering and so on - that's the sugar coating on the pill so to speak.
What this is really about is giving local authorities evidence of the situation when a parking ticket is issued. They're so keen on this because it's becoming increasingly common for people to dispute parking tickets, which is relatively expensive for the local authorities to deal with - many disputes are fraudulent (everyone I know who has disputed a ticket has done so knowing that they were illegally parked for example).
I do like the idea of police being given such cameras, to help control abuses by police officers and in turn to help them deal with baseless complaints... shame it's just traffic wardens really;)
That's hardly a universal thing anymore - I've been looking at moving ISP recently (since the one we were using was bought out by PlusNet, one of the worst DSL ISPs in the UK) and many seem fine with sharing the connection on a home network, some even offering free multiple static IPs if requested.
Open wireless is probably another matter entirely though...
I received UK retail release of Serenity on DVD as a gift earlier this week - and it had the same unskippable ad on it. That sort of thing really ought not to be allowed X(

In my experience the Xbox cannot acceptably play even basic NTSC resolution h.264 and its CPU is clocked higher than 500MHz.
Of course the Xbox has very limited RAM so that could be a factor also.
