I am a Canadian who has lived in the US for eight years. In the two IT shops I've worked in, the foreign workers, of which there were many, were always paid at least the same, if not more in some cases, than their American counterparts.
I haven't seen this situation in the IT world with companies hiring foreigners for less wages. For one thing it's illegal, for another I would think it would be easily detected and reported.
