I am more worried about the server and network impact then I am for the actual users using windows vista pro.
Here is a product that was demo'd to a network security company I used to work for. IT is an enterprise level PW fault that would accomplish what you are looking for and might add some levels you didn't think of.

My feeling is that I have a COMPUTER to do all the other crap. As well as get virus, spam, blue screen, lockup. My game CONSOLE is just that. Put a disk in play game. Don't neeed to worry about anything else but just playing. Easy concept. Stick with it or why not just by a computer?
