The problem is that there's no real, new, revolutionary development in browsers I thought so until last week, when I downloaded the new Flock release. Still with it, and it IS revolutionary.
An absolute control over even smallest server costs much more than that.
I use Foxit Reader . Damn small & fast. As free as Acrobat reader is.
"The selected government and university will be required to install open-source software" I think OSS world should make it's way by it's values, not by force. Rough approach. At least not for universities.
