Having formerly been involved with network and lab support at a State university, It's entirely possible that the bean counters figured out its cheaper to have all the Students buy their own hardware, while all the schools need to do is foot the bill for a fancy wireless network. I suspect the support costs would be less as well, as opposed to running lots of cable everywhere.
